President Cyril Ramaphosa had announced the establishment of the Madlanga Commission of Inquiry, Chaired by retired Constitutional Court Justice, Mbuyiseli Madlanga. The Commission which was established in July 2025, was established to investigate corruption within South Africa’s criminal justice system.

Ramaphosa welcomed the recommendations of the interim reports and further welcomed recommendations made by the commission regarding cause for immediate criminal  investigation and urgent decisions on prosecutions. \

The referrals made by the Commission involve making immediate investigations by the impacted law enforcement institutions which also include criminal investigations.

Some of the recommendations made also include disciplinary measures to be taken against individuals that are alleged to be involved in “wrong doing” such as criminal activity and acts of corruption.

“Consider prima facie evidence relating to the involvement of individuals currently employed within law enforcement of intelligence agencies and, where appropriate, the Commission must make recommendations regarding the employment status of such officials including whether they should be suspended pending the outcome of further investigations” as per Clause 7 of the Commission’s Terms of Reference.

The President expects law enforcement institutions to act with urgency in terms of implementing the recommendations made by the Commission’s interim reports.

President Ramaphosa has highlighted that the recommendations are imperative to restoring public trust and to amend all the inadequacies that were created by these institutions and to continue eradicating corruption in the criminal justice system.

The referrals include 4 police officers, which include Suspended EMPD Police Chief Julius Mkhwanazi and five high ranking SAPS officials.

Ramaphosa also expressed his gratitude to the work Mbuyiseli Madlanga has done as well as the Commission staff for their diligence and for the delivery of the detailed interim report.
