The 15th Morocco-France High Level Meeting hold under the sign of Reinforced Exceptional Partnership between the two countries

Morocco and France signed 14 cooperation agreements on 16 July 2026 during French Prime Minister Sébastien Lecornu’s visit to Rabat, further strengthening the two countries’ strategic partnership across different sectors. Lecornu co-chaired the 15th Morocco-France High Level Meeting today alongside his Moroccan counterpart Aziz Akhannouch.

The agreements covered different sectors, including a letter of intent on cooperation in foreign policy, an annex to the technical agreement on civil aviation, and a partnership between the French Maritime Academy and Morocco’s Higher Institute of Maritime Studies. The agreements between the two countries also include a terms of reference for the bilateral defense industry committee and a technical arrangement on military archives.

During the high-level meeting, Lecornu expressed gratitude to Morocco’s King Mohammed VI and the head of government for the warm welcome extended to him and his delegation. The French MP further emphasized that both he and Akhannouch received a clear mandate from their respective leaders to ensure the full implementation of the commitments made during Macron’s visit to Morocco in October 2024.

He vowed that France’s policy seeks to facilitate circular mobility for those who are the driving force behind the ties between the two countries, including entrepreneurs and students, who remain the largest group of foreign students in Morocco.

The Head of the Moroccan Government declared that the Reinforced Exceptional Partnership, envisioned by His Majesty King Mohammed VI and His Excellency President Emmanuel Macron, has now entered its full implementation phase.

He also noted that “this political momentum finds a natural extension in the results of our economic cooperation: the agreements concluded today complement the 22 strategic agreements—standing for nearly € 10 billion —signed in the presence of His Majesty King Mohammed VI and President Emmanuel Macron in October 2024.”

The French Prime Minister Sébastien Lecornu took also the opportunity of the 15th Morocco-France High Level Meeting to reaffirm France “intangible” stance in support of Morocco’s sovereignty over the Sahara.

“This stance, I repeat here, is intangible. It will remain unchanged, and we act accordingly as you know,” Lecornu said during a press briefing following the High-Level Meeting (HLM) he co-chaired with Morocco’s Head of Government Aziz Akhannouch.

He further emphasized that “France stands by Morocco, loyally and faithfully,” highlighting the “clear” position expressed by President of the French Republic Emmanuel Macron in his message to His Majesty King Mohammed VI on the occasion of Throne Day on July 30, 2024.

In that message, President Macron had officially affirmed that the present and future of the Sahara lie within the framework of Moroccan sovereignty.
